Importing from Pakistan to the USA: Documents, Duties, and How Not to Get Stuck at Customs

A practical walkthrough of the US import process for goods from Pakistan — the documents CBP expects, how duty is actually calculated, ISF filing, customs bonds, and the mistakes that cause detentions.

Importing into the United States is a paperwork discipline. Goods from Pakistan clear US customs smoothly every day — and occasionally get stuck for entirely avoidable reasons. Here is the process, step by step, for a first-time or early-stage US importer.

The Documents Every Shipment Needs

  • Commercial invoice — accurate values, currency, buyer/seller details, and a precise goods description
  • Packing list — cartons, weights, and dimensions matching the invoice
  • Bill of lading (ocean) or air waybill (air)
  • Certificate of origin — establishing Pakistani origin for duty treatment
  • Product-specific extras where applicable — e.g., FDA-relevant documentation for medical instruments or food-contact goods

The single most common avoidable problem is a vague goods description ("sports goods, 400 cartons") or invoice values that do not match the payment trail. Precision here is free; delays are not.

HTS Classification — Where Your Duty Rate Lives

Every product has a code in the Harmonized Tariff Schedule of the United States, and that code sets your duty rate. Apparel, sports equipment, leather goods, and surgical instruments all sit in different chapters with different rates — classifying correctly (and consistently) is the foundation of your landed-cost math. Your supplier should provide the HTS heading they ship under; your customs broker confirms it. When SialSourcing prepares export documentation, classification details are included before goods ship.

ISF: the Filing People Forget

For ocean freight, the Importer Security Filing (ISF, "10+2") must be filed with CBP before the cargo is laden at the foreign port. Late or missing ISF filings expose you to penalties and exam delays. Your freight forwarder or broker files it — but only if they have the data in time, which is a coordination job between your supplier and your forwarder.

Customs Bonds and Brokers

Commercial imports require a customs bond (single-entry for occasional shipments, continuous for regular importers) and, in practice, a licensed customs broker to file your entry. If you import more than a few times a year, a continuous bond usually pays for itself. Your broker is also your best defense on classification and valuation questions — use one.

What Duty Actually Costs

Duty = customs value × the HTS rate for your product, plus small ad-valorem processing fees on most entries. Rates vary widely by product category, so resist any generic number — get your specific HTS code and read the rate. The tariff landscape between the US and China has shifted dramatically in recent years, which is a large part of why buyers have been re-mapping supply chains toward Pakistan; our earlier analysis on the blog covers that strategic picture.

The Five Mistakes That Cause Detentions

  • Invoice/packing-list mismatches — quantities or values that disagree
  • Vague or wrong goods descriptions
  • Late ISF filings on ocean shipments
  • Missing product-specific paperwork (FDA-regulated goods especially)
  • Undeclared wood packaging or missing fumigation documentation

How We Take This Off Your Desk

Every SialSourcing shipment leaves with a complete, consistent document set — commercial invoice, packing list, certificate of origin, HS/HTS details, and any product-specific certificates — prepared by the same team that inspected the goods. Your broker gets a clean file; your container gets a boring, uneventful trip through customs. That is the goal.
